A power distribution system often has a shadow existence in machine and panel building applications. Properly installed and regularly maintained switchboards nevertheless ensure a high level of availability for production. Even if switchboards contain maintenance-free components, regular tests and inspection procedures are required to test the functionality of individual components and their combined operation. This testing must be ensured regularly by the owner or operator, who can either carry this out on their own or delegate it to the competent bodies with the relevant know-how. Protection Against Undesirable Consequences
Each owner or operator of machines and systems carries out regular testing, not only to prevent injury to persons or damage to systems or production failures, but also for their own protection. After all, maintenance to electrical systems that has not been carried out properly or on schedule can have far reaching consequences. The costs involved can mount up to millions. Moreover, the persons responsible must expect to face substantial consequences in terms of legal punishment, civil action and insurance claims. Compared to this, the maintenance costs for a system are virtually negligible.
The relevant DIN VDE 0105-100 (EN50110-2) standard states in paragraph 4: “Electrical systems must be kept in a proper condition in accordance with the relevant installation standards.” The safety of persons is directly related to this. In Germany, this is covered by accident prevention regulation BGV A3 (VBG4), which regulates the testing of electrical equipment. The regulations are legally binding. Germany's Code of Social Law Part Seven (cf. SGB VII, legal accident insurance, Chapter 2, Prevention, § 15, 1) must also be observed here:
Special Feature of 26 BetrSichV (German Industrial Safety Regulations)
German Industrial Safety Regulations (§ 26 BetrSichV) stipulate that employers and/operators of systems requiring examination can be given a custodial sentence or fined if they breach their obligation to examine their systems if as a result the life or health of others or the property of third parties are put at risk. The special aspect of this regulation is that no actual damage to persons and/or property has to occur in order to fulfill this condition.
